Sorry that you are having difficulty. It does sound like a Kate licensing issue. You can verify this by listening to Kate in the (Windows) Speech Control Panel, under the Text to Speech tab. You should hear the same licensing notice.
A valid license file, called verification.txt, must be present in the "verify" path, usually here:
C:\Program Files\VW\VT\Kate\M16-SAPI5\data-common\verify Sometimes we see the Kate files in a different location than the license file, and that causes licensing issues. Usually the Kate TTS files are in this path:
C:\Program Files\VW\VT\Kate\M16-SAPI5\data-kate\M16\dat
Note that the Kate TTS files and verification.txt must share the same main Kate folder, in this case:
C:\Program Files\VW\VT\Kate\M16-SAPI5\
If you discover that Kate TTS files are in one main folder, and verification.txt is in another (different) main folder, try manually moving verification.txt so it is in the same main folder as the Kate TTS files (under the \data-common\verify subfolder).
By the way, verification.txt is a text file with contents something like this:
